<p>MANILA, Philippines &#8212; For the second time in the presidency of Gloria Macapagal-Arroyo, the country’s<br />financial district came close to becoming a battle zone.</p>
<p>After a daring courtroom walkout that went unchecked by their security escorts, renegade officers on<br />trial for the 2003 Oakwood mutiny &#8212; led by Navy lieutenant and now Sen. Antonio Trillanes IV &#8212; again<br />sought to seize a posh Makati City hotel.</p>
<p>They expected civilian support and military defections for a people power uprising in a renewed call for<br />the overthrow of the Arroyo administration.</p>
<p>But this time, government negotiators were not as patient, gave a shorter deadline, and &#8211;with a swift<br />tear gas attack &#8212; forced the surrender of the rebel soldiers and a handful of allies from religious and<br />leftist groups.</p>
<p>The assault team began firing warning shots at 4:45 p.m. Nine soldiers were deployed to the second floor<br />lobby of the Manila Peninsula hotel, armed with long firearms. Others were stationed at the side<br />entrances but carried only pistols.</p>
<p>At 5:02 p.m., hazy smoke which later turned out to be tear gas began permeating the hotel lobby, forcing<br />the rebel soldiers and media people to retreat into the inner rooms.</p>
<p>Continuous gun fire from three armored personnel carriers went on for more than 15 minutes, presumably to<br />destroy the front entrance of the hotel. One APC crashed into the hotel entrance at around 5:12 p.m.,<br />with the silhouettes of the assaulting team making their way toward the left wing where Trillanes had<br />holed up.</p>
<p>More than 15 minutes later, police ushered the first group of media people out of the hotel, detaining<br />some of them later for questioning.</p>
<p>Six hours after the hotel takeover, Trillanes declared the uprising over.</p>
<p>“We’re coming out! We’re coming out!” said Trillanes, 36, looking none the worse for wear after staying<br />most of the time in the opulent Rizal suite on the second floor mezzanine of the Peninsula. He said he<br />was ending the standoff to prevent further bloodshed, gazing at the crowd of several hundred media<br />people.</p>
<p><b>Like a criminal</b><br />With a sleeve of his black jacket slipping off his shoulder, Trillanes was dragged into a police bus like<br />a common criminal. The senator looked defiant, towering over his captor, police Director Geary Barias,<br />who was pulling him by his pants as he was loaded onto bus no. 206.</p>
<p>Trillanes’ hands were tied at the back with what looked like a white straw.</p>
<p>There were no casualties during the assault.</p>
<p>At least 101 persons were arrested inside the hotel, Philippine National Police Director General Avelino<br />Razon said.</p>
<p>Troops searched the Manila Peninsula late Thursday night for Marine Capt. Nick Faeldon, one of the 26<br />Magdalo soldiers. A Philippine Daily Inquirer source said the police conducted &#8216;a paneling&#8217; search at the<br />hotel for Faeldon.</p>
<p>Armed Forces Chief of Staff Gen. Hermogenes Esperon announced that the military would undertake further<br />“activities” to determine how the rebellion was planned and executed.</p>
<p><b>Incident closed, not solved</b><br />“We consider the incident as solved but we are not closing the matter because there might be some<br />activities,” said Esperon.</p>
<p>“We are relieved that it turned out this way. It wasn’t bloody,” Esperon told reporters shortly after<br />dining on pork chop and rice with the military top brass at Villamor Air Base’s operations headquarters<br />in Pasay City, where he monitored the hotel operations.</p>
<p>Without giving any specifics, Esperon said the public may expect troop movements into Metro Manila from<br />military bases around Luzon.</p>
<p>“We want to assure you that the chain of command of the Armed Forces is intact and all the movements that<br />are happening are authorized &#8230; but we encourage everyone that whenever you see troops, please report to<br />us,” he said.</p>
<p>“We are giving no warning to soldiers. They know who to follow &#8230; nor is this the time for checking<br />loyalties. We have done that already. So we already know if there are people who will join. And we assure<br />you, we don’t see that anyone is going to join them,” Esperon said.</p>
<p><b>Walkout</b><br />Trillanes, 25 other charged Magdalo comrades and Brig. Gen. Danilo Lim of the Army’s Special Action<br />Forces, walked out of their coup d’etat hearing at the Makati Regional Trial Court’s Branch 148 at the<br />14th floor at around 10:42 a.m.</p>
<p>The group marched through J.P. Rizal Avenue and then turned to Makati Avenue.</p>
<p>“We are joining the people in calling for the resignation of Mrs. Arroyo, because the President continues<br />to violate the Constitution and continues to plunder the treasury, disrespect the rule of law and<br />prostitute our institutions,” Lim said during the march.</p>
<p>“Now is the time for the withdrawal of support. We are joining our people in the removal of an<br />illegitimate President &#8230; Units are joining from Mindanao to northern Luzon,” said Lim, 52, who was<br />detained in connection with a failed coup attempt in February 2006.</p>
<p>On reaching the Manila Peninsula, a commotion among the soldiers and reporters broke one of the glass<br />doors on the hotel’s side entrance facing Makati Avenue.</p>
<p>‘She stole the presidency’<br />At the second-floor lobby, Lim, this time reading out from a prepared statement, declared: “She (Arroyo)<br />stole the presidency from President Joseph Ejercito Estrada through unconstitutional and deceitful<br />means.”</p>
<p>Lim then recited a list of political controversies that had hounded the Arroyo presidency &#8212; the “Hello<br />Garci” election fraud scandal, the fertilizer scam, NorthRail project, Venable deal, the allegations that<br />Malacañang had bribed congressmen into “killing” the latest impeachment complaint, and the spate of<br />extrajudicial killings of journalists and activists.</p>
<p>“We see no other means remaining for the AFP and PNP but to exercise our constitutional mandate,” he<br />said.</p>
<p>The group then proceeded to a function room on the second floor and posted at least three armed sentries<br />each at the two marble stairways from the lobby to the second floor.</p>
<p>The rebel soldiers’ arrival stunned guests at the lobby, including those well into their lunch in the<br />ritzy restaurants, but remarkably without causing any panic. They spent the time ordering sandwiches and<br />drinks and even shared crackers to the reporters outside.</p>
<p><b>In good spirits</b><br />“Everybody was in good spirits,” said lawyer Argee Guevarra.</p>
<p>By 12:30 p.m., a group of civilian supporters composed of former Vice President Teofisto Guingona,<br />“Running Priest” Fr. Robert Reyes, Bishops Antonio Tobias and Julio Labayen, former University of the<br />Philippines president Francisco “Dodong” Nemenzo, and JV Bautista and Argee Guevarra of the leftist group<br />Sanlakas, had arrived and held a press conference at the mezzanine.</p>
<p>Also around this time, police had sealed Makati Avenue to traffic and Barias, head of the National<br />Capital Region Police Office, arrived at the hotel with an aide de camp.</p>
<p>Barias, the first government negotiator at the scene, was barred by the Magdalo guards.<br />“Do they know I’m here?” he was heard telling one of the sentries.</p>
<p>Barias then called up a “mistah” (military school classmate) on his cell phone and was heard saying in<br />Filipino: “I’ve established a foothold. All of the core group (members) are here. I can cordon off the<br />area so there won’t be any people power, etcetera.”</p>
<p>“Should there be an evacuation, I’ll take care of it,” he said. “All of them are accounted for and I<br />don’t think there will be reinforcements.”</p>
<p><b>Negotiators</b><br />At around 2 p.m., two of Lim’s classmates from the Philippine Military Academy Class of 1978 arrived to<br />serve as additional negotiators &#8212; Senior Superintendents Jaime Calungsod and Geronimo Preside, both of<br />the Southern Police District.</p>
<p>This second attempt to negotiate failed, prompting Barias to give out orders at 2:15 p.m. to have the<br />hotel cordoned off and for the guests to start leaving.</p>
<p>In an impromptu press briefing, Barias announced that a 3 p.m. deadline had been given for Trillanes and<br />his men to surrender &#8212; or they will be arrested. The order came from Razon, he said.</p>
<p>“What we did is an obligation, we had no other choice,” Trillanes told reporters before he surrendered.<br />“I entered politics. The people voted for me, but what did they do. They disrespected the more than 11<br />million votes that I got. They did not give representation to the people who voted for me,” the senator<br />said.</p>
<p><b>Tantamount to treason</b><br />“It’s tantamount to treason if I don’t do anything,” Trillanes said. “There is no loss here. We just did<br />what had to be done. If there is a loser, it’s going to be the Filipino nation because &#8230; Gloria is<br />still in power and she will be there even beyond 2010.”</p>
<p>But he added: “Like all evil regimes, there is an end to it.”</p>
<p>Trillanes was elected to the Senate in May in what many commentators saw was a protest vote against Ms<br />Arroyo.</p>
<p>“I stand here today, to declare my intentions as a former soldier and now a senator of the country,”<br />Trillanes had earlier said.</p>
<p>“I stood for the rights of the oppressed. We see now that this government will go to any length to hold<br />on to power.</p>
<p>“You have been witnesses and victims of the kind of ruthlessness that the administration has been giving<br />to the people,” he told reporters.</p>
<p><b>To Bicutan</b><br />Trillanes, Lim and others involved in the six-hour standoff &#8212; around 30 &#8212; were later taken to a<br />detention center in Bicutan, Taguig City, said PNP spokesman Chief Supt. Samuel Pagdilao.<br />“They will be processed there for investigation,” Pagdilao said.</p>
<p>Initially, Pagdilao said the group was liable for contempt of court for walking out of the hearing of a<br />Makati City court, to forcible entry of the hotel to possible rebellion.</p>
<p>Pagdilao also said police would also look into possible conspiracy.</p>
<p>Contrary to claims that the action was not planned, police stopped four jeepneys filled with Tondo<br />residents about to proceed to the hotel. The passengers said they thought they were to attend a burial<br />but later discovered the trip was part of an opposition recruitment for the Makati event.</p>
<p><b>Recruitment</b><br />Virginia Tutay of Isla Puting Bato and a member of the People’s Movement Against Poverty identified with<br />former President Estrada said that the people were paid P200 each while the jeepney owners got P700 each<br />to join the Makati crowd.</p>
<p>Tourism Undersecretary Eduardo Jarque Jr. told reporters that all foreign guests staying at the Peninsula<br />were safely evacuated.</p>
<p>The hotel management said 310 out of the 497 rooms were occupied before the drama started.</p>

<p>Close this MANILA, Philippines – (UPDATE) Tropical storm &#8220;Lando&#8221; (international codename: Hagibis) weakened as it moved closer to northwest Palawan and Mindoro Island on Monday afternoon, after reentering the country&#8217;s area of responsibility, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said.</p>
<p>At 4 p.m., the eye of &#8220;Lando,&#8221; which packs maximum sustained winds of 75 kilometers per hour near the center with gusts of up to 90 kilometers per hour, was spotted 300 kilometers west northwest of Puerto Princesa City .</p>
<p>Moving east northeast at 15 kilometers per hour, &#8220;Lando&#8221; was forecast to be at 140 kilometers west northwest of Coron, Palawan on Tuesday afternoon, 60 kilometers north of Alabat, Quezon on Wednesday afternoon, and 210 kilometers east of Casiguran, Aurora by Thursday afternoon.</p>
<p>Public storm signal number 2 (60-100 kilometers per hour winds) has been raised in northern Palawan and the Calamian Group of Islands while signal number 1 (30-60 kilometers per hour winds) was raised in the Mindoro provinces, Romblon, Lubang Island, Cuyo Island, and the rest of Palawan.</p>
<p>Meanwhile, typhoon &#8220;Mina&#8221; (international codename: Mitag) has weakened into a tropical storm as it blew away from the Luzon mainland after passing over the northeastern provinces, PAGASA said.</p>
<p>At 4 p.m., the eye of &#8220;Mina,&#8221; which packs maximum sustained winds of 110 kilometers per hour near the center with gusts of up to 140 kilometers per hour, was located 100 kilometers north of Laoag City .</p>
<p>&#8220;Mina&#8221; left eight people dead, two others missing, and forced 141,863 people to evacuation centers in the Cagayan Valley , Central Luzon, Southern Luzon , and Bicol, where it was first forecast to make landfall.</p>
<p>The storm made landfall in Palanan town, Isabela province at 9 p.m. Sunday. &#8220;Mina&#8221; pulled &#8220;Lando&#8221; back to the country in a weather phenomenon known as the &#8220;Fujiwara effect.&#8221;</p>
<p>PAGASA Director Prisco Nilo explained that under the &#8220;Fujiwara effect,&#8221; a strong storm influences the movement of a relatively weaker storm.</p>
<p>&#8220;Mina&#8221; was forecast to be at 330 kilometers northeast of Basco, Batanes by Tuesday afternoon on its way to Okinawa , Japan .</p>
<p>Public Storm Signal number 3 (100-185 kilometers per hour winds) was raised in Cagayan, Kalinga, Apayao, Abra, Ilocos Norte and the Babuyan and Batanes Islands .</p>
<p>Signal number 2 was raised in Isabela, Ifugao, Mt. Province , Benguet, La Union, and Ilocos Sur, while signal number 1 was raised in Aurora, Quirino, Nueva Ecija, Nueva Vizcaya, Tarlac, and Pangasinan.<br /></span></p>

<p>MANILA, Philippines &#8212; (UPDATE 3) An explosion rocked the House of Representatives just minutes after session ended Tuesday evening, killing the driver of Gabriela Representative Luz Ilagan and wounding the solon, Negros Oriental Representative Henry Tevez, and several other persons, National Capital Region Police Director Gearry Barias said.</p>
<p>Barias identified the fatality as Marcial Talbo, whose body was retrieved from inside Ilagan’s car and was identified through his identification card. He said at least four other people were wounded.</p>
<p>Gabriela Representative Liza Maza, said she had seen Ilagan’s car driveway of the south wing of the Batasang Pambansa in Quezon City and next to the vehicle, reportedly the Fortuner sports utility vehicle of Basilan Representative Wahab Akbara, where the explosion happened.</p>
<p>Maza also identified another of the wounded as her driver Mike Lim. She said Ilagan, Lim and Talbo were rushed to the nearby Miguel Malvar Hospital .<br />National Capital Region Police Office Director Gearry Barias, who was on his way to the Batasan, said Representative Henry Teves and four other persons were wounded while Maza said representatives who were still inside the Batasan when the explosion occurred have not been allowed to leave.<br />The Gabriela solon said she and Ilagan had left the session hall together but her colleague went straight to the south wing to leave while she passed by her office.</p>
<p>“I heard a loud explosion and thought at first it was thunder but realized it was too loud to be thunder,” Maza said. “When I looked out my window, I saw a vehicle on fire and near that vehicle was the car of Congresswoman Ilagan.”</p>
<p>She said she immediately sent a member of her staff down to check the situation and was told “there were bodies sprawled throughout the lobby.”<br />Philippine National Police Director General Avelino Razon has arrived at the scene.<br /></span><br /></br><br /></br></p>

<p>Close this MANILA, Philippines &#8212; President Gloria Macapagal-Arroyo and Vice President Noli de Castro should resign and a snap election be called in 60 days, incumbent political, former military, and media personalities declared in a manifesto they released Wednesday.</p>
<p>Among those who signed were Senate Minority Floor Leader Aquilino Pimentel Jr.; Senator Antonio Trillanes IV; Former senator Serge Osmeña, Lieutenant General Romeo Dominguez, former chief of the Northern Luzon Command of the Armed Forces; Renato Constantino Jr; film producers Armida Siguion-Reyna and Bibeth Orteza; Bishop Leo Alconga of the Philippines for Jesus Movement; former ambassador Roy Señeres; columnists Conrado de Quiros (Philippine Daily Inquirer), Ellen Tordesillas (Malaya); and lawyer Harry Roque of the University of the Philippines-College of Law.</p>
<p>The group said a snap elections was the most viable option to “re-establish democracy.”</p>
<p>The manifesto was issued following a series of scandals involving the administration, which include allegations of bribery, corruption, poll fraud, and human rights violations, among others.</p>
<p>The manifesto also called on the public to sign an online petition at www.petitiononline.com/snap08.</p>
<p>The manifesto stated that although the Chief Justice could lead a “caretaker government” should Arroyo and De Castro leave their posts, it would still be “a patently erroneous” option.</p>
<p>&#8220;The most logical and historically possible option is the call for GMA [Arroyo’s initials] and Noli De Castro to resign&#8230;[because] it passes the test of constitutionality,&#8221; according to the manifesto.</p>

<p>In a press conference at the Manila Polo Club, Makati City, the groups behind the manifesto also said the current impeachment complaint filed at the House of Representatives was not a feasible way to remove Arroyo from the presidency.</p>
<p>&#8220;We recognize any and all efforts to oust the present administration but, based on our frank assessment, impeachment faces an uphill battle. We all know impeachment is a numbers game,&#8221; said Argee Guevarra of the All Reform Movement of Lawyers organization, adding that the current complaint was a weak one.</p>
<p>And while the petition seeks many signatories, the group clarified they do not have a target number and that they do not intend to submit the manifesto the Office of the President or Office of the Vice-president.</p>
<p>&#8220;We are a diverse group of organizations and we all know prior to this there are several individual campaigns working for Arroyo&#8217;s ouster…this petition is not an appeal to Arroyo&#8217;s conscience but this is meant to awaken people,&#8221; said Guevarra.</p>
<p>Most of the convenors are known allies of former president Joseph Estrada who said he had no hand in the petition. Among them are Rez Cortez, head of the National Council of Concerned Volunteers; Jose “Linggoy” Alcuaz, assistant director of the Oust Gloria Coalition, and Ver Eustaquio of the Union of the Masses for Democracy and Justice..</p>
<p>Since Estrada was granted executive clemency last October 25, he has backed away from calls for Arroyo’s ouster.</p>
<p>Eustaquio said he was confident Estrada will always side with the masses, even if he has distanced himself from calls for Arroyo&#8217;s resignation.</p>
<p>&#8220;We are not speaking in behalf of Erap [Estrada’s nickname] but when Erap said his fight against poverty has to continue, we knew he would never leave us, he would never leave the masses,&#8221; Eustaquio said.</p>

			<content:encoded><![CDATA[<p><span class="dropcaps">i</span> just watched <a href="http://imdb.com/title/tt0430105/" target="_blank">Four Brothers</a> tonight, er, this mornin (i know man, get a life!). and everytime i happen by a movie that actually moved me, made me laugh, or maybe tearful, i look it up on the net. i&#8217;d usually download the soundtrack too (cheapskate!<img>), but this one didn&#8217;t have anything memorable on it so i just looked up the cast. suffice to say, i find the youngest effing hot. <br /><span></p>

<p>he has better pictures, i mean BETTER.HOTTER. but this one stood out.</p>
<p>you know, when you actually check the filmography of actors from good films, you&#8217;ll come across more movies that you&#8217;ll wanna watch&#8230; so if you actually have a life, don&#8217;t EVER get into this. the list of flicks just gets longer&#8230;</p>
<p>i&#8217;m really not a permanent movie person. one week i&#8217;m into crafts, the next i&#8217;m holing up with books. i appreciate different things at different times. that goes the same with PEOPLE&#8230; ok, this is the part when it suddenly is about ME again. so i&#8217;ll just STOP before this blog about some thread becomes my life story.</p>
<p><a href="http://imdb.com/name/nm1330560/" target="_blank">Garrett Hedlund</a>, i&#8217;ll be watching for him. this is not that real crush thing yet&#8230; he needs to catch me in a more vulnerable mood<img>&#8230; but what do you know, i&#8217;ve seen him in <a href="http://imdb.com/title/tt0332452/" target="_blank">Troy</a> and <a href="http://imdb.com/title/tt0332452/" target="_blank">Eragon</a> and nothing.<img> didn&#8217;t even notice his hotness on my meter. oh yes i remember, he was stupid patroclus who made achilles kill hector for killing him out of his own stupidity (just watch it!). hector had a wife and kid goddamnit!(that was me carried away!) and he was that misfit in Eragon who looked too villainy to be one of the good guys. figures why i never bothered, i hated his characters (even if he looked yummy enough to be brad&#8217;s cousin in Troy&#8230;for that matter, in real life!) yup, even if some guy&#8217;s too fugly, so long as he had a neat character (and decent portrayal) in the film, he&#8217;ll have my heart for months. maybe years, who knows. wtf, it happens in real life too! man, i gotta learn taste! wouldn&#8217;t say skin deep is a good place to start but at least it&#8217;s somewhere. jesus, stop falling for schmucks coz in real life, they don&#8217;t get anywhere near happy endings. (dang, i&#8217;m at it again, diary diary!!) and you know, i saw those films when i wasn&#8217;t in the &#8220;movie&#8221; phase so i wouldn&#8217;t have looked anything up. i loved Troy. but god, i hate Eragon. don&#8217;t get me started.</p>
<p>i like Jack (Garrett) in Four Brothers. he was good. and he died.<img> </p>
<p>while i was checking out the movie in <a href="http://imdb.com/" target="_blank">imdb</a>, i stumbled upon these. don&#8217;t have to read too many threads to spot this as the finest exchange of words between two strangers&#8230;and the longest!</p>

<p>I always do that, silly childhood habit i havn&#8217;t been able to drop, thanks for noticing, i never do.</p>
<p>However, there are two clauses in your post, the first saying they should call me a dumb honkey, wish to elaborate?</p>
<p>The second is saying that a lot is two words, which is seperated by you saying &#8220;by the way&#8221;, thus making it a different part of the sentence, it could be a seperate sentence entirely, if you wanted it to be that way, however that means you are making a completely seperate point from the first clause. Now, what that means is you are one, calling me dumb (i would like to see some evidence from YOU for that), and then SEPERATELY corrected me, thus meaning you wish the correction to be a different point from the first, and not giving it as evidence in order to back up your first claim (never learnt how to PEE did we?), which means you can&#8217;t, actually, call me dumb, without sounding like a complete twat.</p></blockquote>

<p>MANILA, Philippines &#8212; It is hardly visible in the streets, but the outrage over President Gloria Macapagal-Arroyo’s pardon of convicted plunderer Joseph Estrada is increasingly growing in cyberspace.</p>
<p>Indignation is spreading in e-mail exchanges, letters to online papers, blogs and chatrooms.</p>
<p>A call for a protest rally at Philippine consulates abroad is being organized online.</p>
<p>The outrage is directed not only at Ms Arroyo’s hasty grant of executive clemency but also at Estrada’s quick acceptance of it without any expression of guilt or remorse.</p>
<p>“The issue today is not Erap’s guilt or innocence,” said Francisco Nemenzo, former president of the University of the Philippines, in an e-mail to the national council of Laban ng Masa.</p>
<p>“The Sandiganbayan decision did not and could not have resolved it because the credibility of this institution as a pillar of justice is itself in grave doubt,” he said. “The issue is the meaning of his pardon by a bogus President.”</p>
<p>Nemenzo said that Estrada could have “emerged a hero” had he stuck to his stand against a pardon, or could have at least retained a measure of sympathy had he accepted it “just to be with his ailing mother.”</p>
<p>“Unfortunately, he went overboard in expressing his gratitude to GMA (Ms Arroyo), to the extent of helping a rotten regime survive the current crisis. He echoed her hypocritical call for national unity and even pledged support for her nebulous antipoverty program,” he said.</p>
<p>The President pardoned Estrada on Oct. 26 in what both camps claimed was a step toward national reconciliation, weeks after the ousted leader was convicted of plunder by the Sandiganbayan.</p>
<p>Following Ms Arroyo’s move, Estrada distanced himself from opposition calls for Ms Arroyo’s resignation sparked by a series of corruption scandals, including allegations of overpricing and kickbacks in a broadband deal with China and payoffs to politicians purportedly to stave off another impeachment attempt.</p>
<p>Estrada was ousted in January 2001 in a People Power revolt after a failed impeachment trial on corruption charges.</p>
<p>In an e-mailed statement to newspapers and friends, the Institute for Studies in Asian Church and Culture slammed the pardon as “cheap grace.”</p>
<p>Vicente Romano, who ran an on-line protest against corruption in the Estrada administration, said: “I don’t think you will see people go out in the street on their own. I don’t think it will be expressed in rallies; it will be in writing.”</p>
<p>The sudden shift in mood from indifference to outrage has been particularly “discernible” among the middle class and the elite, Romano said.</p>
<p>“Now that the alignment is clear, and Estrada’s camp is with GMA (Ms Arroyo), these people are more willing to come out. What needs to happen is a build-up of activities,” he said.</p>
<p>Romano himself is organizing synchronized protests on Ayala Avenue in Makati City and at all Philippine consulates abroad on Friday next week through his network of electronic warriors or (e-Mandirigma).</p>
<p>Also on Thursday, Sen. Jose “Jinggoy” Estrada said he was planning to seek an audience with President Arroyo to personally thank her for the pardon granted to his father.</p>
<p>“Because my grandmother was (sic) in real critical condition, Mrs. Arroyo probably thought that my dad should be at the bedside of my grandmother. And in fact I believe that GMA knows that Erap did not steal money from the government,” Estrada said. With a report from Gil C. Cabacungan Jr.</p>

<p>MANILA, Philippines &#8212; To ensure that the gains from the improving economy are trickling down to the poor, President Gloria Macapagal-Arroyo on Thursday ordered the National Anti-Poverty Commission (NAPC) to closely monitor the implementation of anti-poverty programs.</p>
<p>Arroyo said the NAPC should go to the people and listen to their suggestions on how best to alleviate their plight.</p>
<p>&#8220;I am ordering NAPC to take the lead in going to the grassroots and serving as a receptacle for new strategies and ideas to defeat poverty,&#8221; she said.</p>
<p>Arroyo’s renewed stress on the anti-poverty campaign comes on the heels of talk that former president Joseph Estrada, whom she pardoned on October 5, little more than a month after he was convicted for plunder, might play a key role in the administration&#8217;s pro-poor programs.</p>
<p>Acknowledging Estrada&#8217;s appeal to the masses, Palace officials have said they would welcome Estrada&#8217;s help, but said it was inappropriate at this time to offer him a government.</p>
<p>Arroyo said she wanted the NAPC to conduct public dialogues to determine ways on how best fight poverty and bring the nation closer together.</p>
<p>&#8220;Let us reinvigorate our democracy through broad and open nonpartisan public discourse on a national agenda for growth and development,&#8221; she added.</p>
<p>Arroyo also instructed all government departments to submit to the NAPC a &#8220;concrete plan on how to cascade the gains of the economy to marginalized sectors.&#8221;</p>
<p>The NAPC is composed of representatives from various sectors and works with various government agencies in the implementation of the government&#8217;s anti-poverty programs, particularly livelihood, through training, microfinance, and feeding programs.<br /></span><br /></br><br /></br></p>

<p>A petition is now circulating online for the immediate resignation of President Gloria Macapagal Arroyo and Vice President Manuel &#8220;Noli&#8221; de Castro Jr., with Sen. Antonio Trillanes IV kicking off the signature drive.</p>
<p>The petition, started last Sunday by &#8220;Juan de la Cruz&#8221; on the Web site <a href="http://www.petitiononline.%20com/snap08/petition.html" target="_blank">PetitionOnline</a>, also called for the holding of special &#8220;snap&#8221; elections within 60 days.</p>
<p>&#8220;Because of the numerous unresolved scandals involving the present administration, including but not limited to the &#8216;Hello Garci&#8217; Election controversy, the ZTE, North Rail Project, Diosdado Macapagal Highway scandals, the Joc-joc Bolante Fertilizer scam, Jose Pidal caper, hundreds of unresolved extra-judicial killings and the latest Malacañang bribery Incident, Gloria Macapagal-Arroyo has completely lost her moral authority to govern this country,&#8221; the petition read.</p>
<p>It added the explosion at Glorietta 2 mall in Makati City last week was a bombing incident, and &#8220;appears to be a signal for the more violent phase in the regime of [Arroyo].&#8221;</p>
<p>The petition said Mrs Arroyo has lost public sympathy and support in the light of her tainted electoral mandate and her responsibility for the numerous controversies hounding her administration.</p>
<p>On the other hand, it said De Castro benefited from the cheating perpetrated in the May 2004 elections and is also considered to be a &#8220;silent partner&#8221; in the alleged crime of Mrs Arroyo.</p>
<p>De Castro was rapped &#8220;not only because of his close personal association and unflinching support for [Mrs Arroyo] but also because of his failure to stand-up against and denounce the abuses and excesses of the [administration].&#8221;</p>
<p>It also said the impeachment case filed by personalities connected with Malacañang effectively sabotaged and ridiculed the impeachment process.</p>
<p>&#8220;The only peaceful, legal and constitutional option available to the Nation under the circumstances and to prevent the situation from developing into a full-scale conflict or civil strife is for [Arroyo] and Noli De Castro to resign from their respective positions as President and Vice-President, of the Republic of the Philippines ,&#8221; it said.</p>
<p>The petition cited Sec. 10 of the 1987 Constitution where &#8220;Congress shall, at ten o’clock in the morning of the third day after the vacancy in the offices of the President and Vice-President occurs, convene in accordance with its rules without need of a call and within seven days enact a law calling for a special election to elect a President and a Vice-President to be held not earlier than forty-five days nor later than sixty days from the time of such call.&#8221;</p>
<p>The petitioners called upon Arroyo and de Castro &#8220;to spare the country from further turmoil and violence by immediately resigning from their respective positions as President and Vice-President of the Philippines .&#8221;</p>

<p>MANILA, Philippines&#8211;WITH a left-handed stroke of a pen, Joseph Estrada on Friday gratefully accepted pardon from President Gloria Macapagal-Arroyo, acknowledging the power of a woman who had been the object of his scorn for more than six years.</p>
<p>And two hours after Estrada affixed his signature to the pardon document issued by Ms Arroyo on Thursday, the Sandiganbayan sheriff handed him his release papers.</p>
<p>Speaking to 5,000 supporters in San Juan City Friday night, where he had been a political kingpin for decades, Estrada even made Arroyo out as his benefactor, enjoining the crowd to give her a big hand for giving him back his freedom.</p>
<p>&#8220;Salamat kay Pangulong Gloria Macapagal-Arroyo sa pagbigay ng executive clemency at kung hindi niya ako binigyan ng executive clemency ay hindi niyo ako kaharap ngayong gabi. Kaya pasalamatan natin siya. Palakpakan natin siya (Thanks to President Gloria Macapagal-Arroyo for giving me executive clemency because without it, I would not be with you here tonight. So let&#8217;s thank her. Let&#8217;s applaud her),&#8221; he said.</p>
<p>Estrada, 70, officially became a free man at 5:30 p.m.&#8211;exactly six years, nine months and six days since his fall from power.</p>
<p>After a brief, frenzied photo opportunity with the press, the ousted President was immediately whisked out of his Tanay, Rizal, vacation estate, his place of detention for more than three years.</p>
<p>&#8220;There is no substitute for freedom,&#8221; Estrada told reporters before leaving Tanay.</p>
<p>As dusk fell, a 50-vehicle convoy&#8211;including police cars, media vans, and some 20 jeepneys ferrying his supporters who came from depressed areas in Metro Manila&#8211;charged down the slopes of the Sierra Madre to bring the former VIP prisoner to a grand celebration awaiting him at his San Juan bailiwick.</p>
<p>Mobs of supporters, screaming &#8220;Erap, Erap, Erap pa rin (Still for Erap),&#8221; and jostling around his van, gave their idol a frenzied welcome in San Juan .</p>
<p>Most of the crowd who had been waiting for him all day in front of the San Juan City Hall cheered, ecstatic at the homecoming of Citizen Estrada.</p>
<p>Some cried, some reached out to touch him.</p>
<p><b><u>&#8216;President Arroyo&#8217;</u></b><br />Earlier, Estrada made several unprecedented gestures in a statement, referring to Ms Arroyo as &#8220;President,&#8221; thanking her for his restored liberty, and expressing his support for her programs for the poor.</p>
<p>&#8220;I thank President Gloria Macapagal-Arroyo for granting me full, free, and absolute pardon midway through her term,&#8221; Estrada said in a statement read by his former political adviser and coaccused, Edward Serapio, before the convoy left Tanay.</p>
<p>&#8220;I also thank those who have demonstrated not only their genuine concern for my welfare but also for that of our people, either by asking Ms Arroyo in the past to grant me executive clemency or by now giving wholehearted support to this grant of pardon, in the spirit of unity and reconciliation,&#8221; Estrada said.</p>
<p>Being an elected leader himself, Estrada said: &#8220;I am aware of the agonizing times and tough choices that Ms Arroyo had to wade through before arriving at this executive decision.&#8221;</p>
<p>History will vindicate decision<br />He said he also went through &#8220;excruciating times before deciding to take on her long-standing peace overtures to the political opposition.&#8221;</p>
<p>He cited that as reason he withdrew his appeal to the Sandiganbayan to reverse its Sept. 12 verdict finding him guilty of plunder and sentencing him to spend the rest of his life in prison.</p>
<p>But in a remark apparently addressed to parties who criticized his pardon, Estrada said: &#8220;I believe that history will vindicate not only this executive action [of Ms Arroyo] but my innocence as well with regard to these charges.&#8221;</p>
<p>The former movie star and most controversial Philippine president after dictator Ferdinand Marcos said he now wished &#8220;to spend the rest of my life as plain Citizen Erap.&#8221;</p>
<p>It wasn&#8217;t only Estrada who sounded grateful to Ms Arroyo. From somewhere in Europe , the travelling Sen. Jinggoy Estrada, who had been harshly critical of the President before, spoke on radio to thank her profusely.</p>
<p><b><u>Teary-eyed Puno</u></b><br />Estrada signed the pardon papers at around 3:30 p.m., according to his media coordinator Angel Gonong, who witnessed the proceedings at the tightly guarded Tanay estate and gave the media an account of what happened.</p>
<p>The document was brought from Camp Crame by Interior Secretary Ronaldo Puno via a Philippine National Police helicopter, which landed inside the property near Estrada&#8217;s recently built museum and archives.  Signing took just about five minutes.</p>
<p>Puno, who sat at the table next Estrada, appeared teary-eyed and was even humored by his former boss. Puno had served as Estrada&#8217;s own interior secretary.</p>
<p>Caring for mother<br />&#8220;Pare, thank you, cool ka lang (Just stay cool),&#8221; Estrada was heard telling Puno, according to Gonong.</p>
<p>The signed papers were then rushed to the Sandiganbayan by a police officer via the same helicopter.</p>
<p>Two hours later, Sandiganbayan Sheriff Ed Urieta arrived via helicopter&#8211;with the papers setting Estrada free.</p>
<p>Estrada&#8217;s statement was read out by Serapio at the gates of his Tanay property at around noon.</p>
<p>Saying the country&#8217;s war on poverty had yet to be won, Estrada said: &#8220;I believe I can best continue to repay our people the blessings that God has so graciously given me by supporting from hereon the programs of Mrs. Arroyo that are intended to attack generational poverty and hunger.</p>
<p>&#8220;We must now as a nation attend to our people&#8217;s continuing clamor for food on their tables, roofs above their heads, and better education and health care for their children.&#8221;</p>
<p><b><u>Release order</u></b><br />Estrada also indicated he would spend the next few days attending &#8220;to my foremost business at hand, which is to take care of my long ailing mother,&#8221; referring to his seriously ill mother, Mary Ejercito, aged 102.</p>
<p>The Sandiganbayan Special Division allowed Estrada&#8217;s release in a two-page order which reached Sheriff Urieta only at exactly 5 p.m.&#8211;closing time of the antigraft court&#8211;much to the relief of Estrada&#8217;s lawyer, Jose Flaminiano, who had been awaiting for the papers since 9 a.m.</p>
<p>&#8220;In accordance with the aforesaid executive clemency, the terms of which the former President has accepted, let former President Joseph Ejercito Estrada be released from detention &#8230; unless [he is] being held for another charge or lawful cause,&#8221; read the order.</p>
<p>The release order was signed by Presiding Justice Teresita Leonardo De Castro and Associate Justices Diosdado Peralta and Godofredo Legaspi.</p>
<p>However, in pardoning Estrada, Ms Arroyo declared that the forfeiture of the ousted leader&#8217;s property and money ordered by the antigraft court would remain &#8220;in force and in full.&#8221;</p>
<p><b><u>Forfeited assets</u></b><br />The antigraft court has ordered the forfeiture to the government of Estrada&#8217;s P545.291-million &#8220;jueteng&#8221; payoffs with interest, including the P200 million deposited in a bank account of the Erap Muslim Youth Foundation; the P189-million commission from the purchase of Belle Corp. shares and the &#8220;Boracay Mansion&#8221; in New Manila, Quezon City.</p>
<p>People flocked to the San Juan City Hall as early as Thursday evening, enduring both the heat and the drizzles just to see Estrada.</p>
<p>Estrada arrived at around 7:25 p.m.</p>
<p>Crying, smiling supporters and two marching bands&#8211;one from San Juan City and the other sent by United Opposition leader and Makati City Mayor Jejomar Binay&#8211;struck up a lively tune when Estrada&#8217;s convoy arrived.</p>
<p>He waved at the crowd before going inside the City Hall with his son Mayor Joseph Victor Ejercito, Manila Mayor Alfredo Lim and San Juan Rep. Ronaldo Zamora.</p>
<p>Estrada had been expected at the City Hall since around 1 p.m.</p>
<p>But Puno, who spearheaded the talks between the Estrada and Arroyo camps, was delayed in delivering the pardon papers for Estrada to sign.</p>
<p>Outside the City Hall, before Estrada arrived, the mood was festive and people gathered under orange buntings and flags as though in a fiesta.</p>
<p>Marching bands provided live music and rendition of popular pop songs. Some loyalists danced to amuse themselves while waiting. Others carried homemade banners and pictures of the former President.</p>
<p>They vowed to wait for him until kingdom come.</p>
<p>From the City Hall, Estrada proceeded to the San Juan Medical Center to check on the condition of her mother, sustained by life-support machines.</p>
<p>Family members cheered when he arrived at his Polk Street home.</p>
<p>It was at Polk where he was arrested on April 26, 2001 at around 1 p.m. by a massive contingent of police that included hundreds who had surrounded the house.</p>
<p>A buffet for about 200 guests awaited him at the wide lawn. By 9 p.m., he was dining with former members of his Cabinet as well as Senate President Manny Villar.</p>
<p>Tables covered in white linens were set up under a tent. Dinner was catered by Via Mare, one of Manila &#8216;s sought-after catering companies.</p>
<p>Dishes included pancit palabok, lechon, and caldereta. Native rice cakes, such as puto bumbong and halo-halo, were served for desserts. There were also vegetable dishes.<br /></span><br /></br><br /></br></p>
